New validation window when setting the game server install folder to hopefully make things more clear.

Death Penalty Settings (Reported by: Everyone) Thanks to Hertz & MrKuenning for the values needed.
Added -port option when starting the game, as the config file isn't used by the game server for that (game server bug). (Reported by: Matt)
Keep alive wasn't actually shutting off when it should have

All "rate" settings are now floats instead of integers. This allows for setting these values to 1.232323 instead of simple 1 or 2, etc. (Reported by: Gleem & many others)
