Apparently there is a batch file going around with the -nosteam command line argument.
I have no idea what this does. But by default, I don't use it in PALA. For whatever reason, this causes the game characters to be stored elsewhere.
TO FIX: Add -nosteam to the startup options in PALA Restart your server with PALA and you should be good.

DO NOT do this if you aren't having this problem, otherwise, you'll cause the problem, this fixes for those that started their games using the -nosteam option.
