Unfortunately no. The problem is that so far, no one has found a way to edit a players inventory, at least not while they are online. So there's no way to "charge" someone out of their inventory, or event remove items you don't want them to have, etc. There would be a lot more that could be done in general if there was a way to do this.

If you use the new banking system in RAT, you could charge them that currency to teleport though.
