On the first screenshot, try adding a space between the second " and the -db

On the second, go into the folder 7 Days to Die Dedicated Server_server2

Inside there you will see a folder called 7DaystoDieServer_Data, rename it to 7DaysToDieServer_server2_Data

Basically, the game requires the data folder to be the same name as the EXE file
