[Accepted] Add GUI for Setting Player Skills

There are options in RAT to buff & spawn but nothing to add skills. This can be done using the bc-setskill command but a way directly through RAT would be much easier. A GUI that lists all the players current skill levels and allows you to adjust them would be really handy.
