Server Login message

Was wondering how to change this where i enter my game its the generic Rat server one, i looked all over and cant see where to change that message

You're going to want to click the "Gear" icon on the RAT toolbar for the RAT Event Editor. Then duplicate the event and edit it to your liking. You should see it under the "Player Spawn Join" event types if I remember correctly.
