[Fixed] Server is empty with 016

Hi server is empty , no trees , animal etc , databse seems to load correctly 3350 actors etc .. , but this happen , all ok with 006

ok i get it , the localization problem with 1,0 instead of 1.0000 is a real problem , making my server going empty , no trees , no animal etc . and everytime i launch cat 16 the file is overwritten ( and sometimes the settings is not saving too , but thats another problem )

i m from EU , and server is on FR localization.

Ok, I'll try and get this one fixed today when I get home from work, sorry about the problem! I haven't had an issue with localization before with the number format, so I need to look into how to resolve it. Once I find it, it probably won't be hard to fix, I just need to do some research on it.
