I found one post that led me to create this event although the post is about scheduled restarts, not manual restarts; maybe that is why this event is not working - here is the post I got the idea from
[Not a Bug] - countdown restart
Maybe I got the wrong idea? Please help.

umm they already are there for manual restarts and auto on1251es :)

if they are not working there then make sure they are enabled in the event editor

i just have seconds disabled as i find them a pain :p

I found the problem, it initially started with the server player list not refreshing once two players left simultaneously therefore I restarted the server - somehow 7D2D went under its own process/control so the countdown was not taking effect. After I killed the separate process, it went back under RAT.

Never had that effect restarts going if the server is running but you close rat an restart then it's on its own again but that doesn't stop it as rat uses the exe to close it by name. That's why when you have more than one server running on rat they need to have different exe name or RAT will close both servers :)
