I installed everything as its supposed to looking through other threads the files are exactly where they need to be i can telent through windows command prompt but when i start the server the server light goes green then the telnet turns yellow for a few seconds and goes to red and allocs and bcm show read also... when i telneted into the server and ran version it showed allocs and bcm in there... kinda tired and headed to bed but will pick up tomorrow anyone have any ideas..?

The telnet going yellow is the issue here. The order things have to happen when running a local server are:
Local Server
Telnet
BCM
Allocs
So the problem is telnet, it is failing to connect as you mentioned. Make sure that on the remote tab, you have the host set to "localhost", and the telnet password and port are the same values that you have set in your local settings tab, for those same values.
Short version is that BCM and Allocs will ONLY turn green once the telnet connection is good.
